Ideally, I’d like to stay at 150 per night or below? So what’s great as far as location and quality? I don’t like old places. :0/

We need to define terms here. What matters is value. Value is the most bang for the buck so it depends on what you consider “bang” to be. If you like luxurious accommodations such as fancy rooms or suites and Exclusive Strip views you define “bang for the buck” one way. If you are very active and spend very little time in your room, just nice and clean might be “bang for the buck”.
If you tend to stay in or near your hotel location doesn’t matter so much. If you plan to explore the Strip location is critical. You need to look at a map of the Strip to see what a difference location makes. Some hotels are right where everyone wants to be. Others will require transportation to get where the action is. All are priced accordingly.
You also must consider that hotel rooms are relatively cheap during week days and often two or three times as much on weekends. So while a hotel may have cheap rates during the week, if you stay over the weekend (Friday & Saturday nights) it will substantially raise your average rate.
Circus Circus gets a bad rap. It has pretty nice rooms in the West Tower (newest) and Ok rooms in the Skyrise Tower, but avoid the Manor rooms. These are the oldest and most spartan rooms. These are what go for the lowest rate. Avoid, avoid, avoid! The other problem is location. There is a large area of still born construction projects that extends from the Stratosphere to Treasure Island on the North West part of the Strip. Right in the middle of it sits Circus-Circus. This means you must figure on additional transportation costs you would not have to bear if you stayed elsewhere.
So, if you get a cheap rate but spend $60 a day on taxis… you get the picture. If you have your own car that makes a huge difference. But if you don’t you must consider location. Consider any of the Hotels on the West side from Treasure Island to Mandalay bay. There is a free tram connecting Treasure Island and the Mirage. Another Connects Bellagio to Monte Carlo through City Center. And still another links Excalibur, Luxor and Mandalay Bay. On the East side there are no free trams but the hotels are closer together and there is the mono rail that runs behind. But it is quite a walk from the hotels to the stations and it costs money.
Whew! So where do I recommend? At the $150 per night range I would look at Paris or Bally’s which are directly linked without venturing outside. Paris is nicer. If you can swing a Strip view you can see the dancing waters in front of Bellagio right across the Strip, too. From these hotels you can just walk across to the Strip. Once you get to Bellagio you have the access to the free trams to cover the South West part of the Strip. To your North East is the row of hotels that are relatively close together. This way you can stop in at each one and get out of the heat.

Check rates at the Excalibur, Imperial Palace or the Flamingo instead of Circus Circus. Those are better hotels in the same price range as Circus Circus.

Looking for a affordable room in Las Vegas here are your best bets. Circus Circus, Tropicana, Excalibur, and Golden Nugget.But Not liking the older places I would try Palms and Tuscany Suites.
